Any adult who wants a learner’s license must be at least 16 years old. To procure a valid driving license a person first should have a learner’s license in hand. A driving license helps you to drive a vehicle on roads but a learner’s license helps you to practice driving a vehicle on road (with someone who is having a driving license).
A learner’s license is offered by the regional transport office (RTO). To get this a person must pass a written test and have proper knowledge of traffic rules and regulations.

LEARNER'S LICENCE APPLICATION PROCESS VIA ONLINE METHOD
STEP 1: Visit https://parivahan.gov.in/parivahan
STEP 2: Tap on the drop-down button “Driving Licence Related Services.”
STEP 3: Now choose and click on the state from where the service needs to be taken.
STEP 4: Tap on the button “Apply for Learner Licence.”
STEP 5: You must carefully fill in in your details in the online application form.
STEP 6: Upload the scanned copy of your documents.
STEP 7: Also make sure that you have uploaded your passport-sized photograph and a scanned copy of your signature.
STEP 8: Complete your payment through an online payment method.
STEP 9: Download your payment receipt.
STEP 10: After downloading the receipt, a new page will show up where you can book your slot for Learner’s license test.
After registering online, you must appear for your test with a copy of the application form and payment receipt.
LEARNER'S LICENCE APPLICATION PROCESS VIA OFFLINE METHOD
If someone is not opting for the online method, then he/she can simply go for the offline method which is a safer and easier process.
In this process, the applicant must visit any nearby RTO office and fill his application form which he can easily get from the counter.
After filling and attaching the documents, they must submit them to the office and pay the application fees.
